The following Twitter thread is an attempt to present information in a different way, primarily to possibly expand the reading audience, but also to sharpen the typically verbose BB prose. The names are removed below (these are my redactions, not part of the IPRA process via APD) after significant contemplation, particularly in terms of the alleged perpetrator. While the victim’s privacy is extremely important, why should the perpetrator continue to “skate” through the redacting of their name?
A very, very interesting question that calls for more contemplation and discussion. For now, on to the thread.

The conclusion mention above that the driver “could not be interviewed” refers to the approximate four months from August 26 to December 28, 2017 that investigators tried without success to to interview the driver. (6/9)

No record of a warrant to arrest and/or bring the driver to court appears anywhere despite the four months spent in vain trying to interview this person. (7/9)

Epilogue: After completing the thread above with comment that a civil case was dismissed, it was brought to BB’s attention that the dismissal followed some sort of settlement between parties. No further information is known, other than confirmation that no criminal charges have been filed in the case.
